Give each contractor the same description of the intended work and known concerns. Then compare what each proposal actually includes. A lower total may exclude a task that another includes, or it may describe a different product. A higher total does not by itself establish better work. Keep missing details labeled “not specified” until clarified. Ask whether a proposed revision replaces an earlier quote, and compare current versions rather than mixing documents.
